Does this policy (8 units maintanance free) consider also garrisoned units while I have already picked up Oligarchy (Garrisoned untis cost no maintainace) or only non-garrisoned ones?
I asked this question on the civ V official forum and was told that the eight units do not include the free garrisoned units. So if you have 4 garrisoned units, and 8 other units, you will have 12 free units. I have not tested this myself, though.

This is just one of the reasons why the Freedom policy tree is one of the most powerful SP trees in the game. The 8 free units can do wonders for your cash flow, plus the Freedom finisher gives you 50% longer GAs + 100% from settled GP tiles. About the only GPs I settle until really late game are artists, so the 12 from each of these does wonders to the production when multiplied by The Hermitage & Sydney Opera House. After the last desirable wonder (The Pentagon and/or Sydney) is built, then I settle engineers as well, for 10 per tile.
