Friendly aliens still blockade sea tiles

I think this is a bug because I can still work land tiles with blue aliens on them, but I have a blue Kraken blockading my coast tiles.

Yeah, this is on my list I am keeping for when I go through and post the bugs I've found. You can work land tiles with blue aliens but blue sea aliens blockade your tiles.

Game version: 1.0.0.574

Steps:

1. Purchase a tile that has a nest
2. Wait for aliens to turn blue
3. Wait for Sea Dragon to enter city radius
4. City is blockaded by this friendly Sea Dragon

Problem:
Friendly aliens should not exercise blockade on city.
