In a recent game I discovered that my frigates were only reducing city defenses by 2% instead of the 8% that it supposed to do. This was caused by a castle in the bombarded city. In Warlords 2.08 I'm pretty sure frigate bombardment was not affected by walls/castles. I checked the UnitInfos.xml file in the BtS folder and found that the <bIgnoreBuildingDefense> field for frigates (and ship-of-the-line) is set to 0 for some reason.
This may be intentional, but if it is I haven't seen it documented anywhere. The Civilopedia entry for frigates, walls and castles doesn't mention anything to indicate that this is the case. Furthermore it doesn't really make sense to reduce the bombard damage done by frigates and SotLs since one of the goals of BtS was to make naval warfare more meaningful.
I am using BtS 3.02 without any mods (including Solver's unofficial patch).
