I think it is ok to be 3 UPT. In my personal opinion, I do like the idea of forming a legion in civ3. That is because one can distinguish an organized group of units or not, and also I can keep stack alive for convenience of maneuvers.

1UPT is the KILLER for AI application in large scale of war. If 1UPT can't be eliminated in civ5 as soon as possible, AI would be as incapable as possible on battlefield .
