Edit: Turns out I had Iron and Horses within grabbing distance, but the surrounding islands suxed; played it as a pseudo-OCC (pity I missed the pyramids, though) until Isabella got tired of me and Cyrus' Confusianism and went at us; the AI can't defend at sea -_-;;;

The mountains are blocking the only land route between him and Rome, meaning that there won't be hordes of praetorian's coming after Hamburg.
Also, if Rome is stuck at only two cities, but the Romans shouldn't be a problem for the rest of the game.

they did, but I just declare war and it's easy to manage boats with only a few units in them
