[G+K 1.705] Mined coal from ally isn't available to player.

Playing as William of the Netherlands, I do not have coal, but my ally Wittenberg does have coal. There also is a mine on top of the coal, but he's not sharing with me (my coal count is 0 and I cannot build a factory). I tried to pay him 200 gold to get him to connect/share the coal, but also that didn't work. The mine was built 2 turns ago, so it's not a build-in-the-same-turn-not-yet-updated glich.

Bug: Ally has coal with a mine, but won't share it with the player.
Expected: Player gets access to mined coal of the ally.

Could it be that the CS hasn't "researched" Industrialization yet? If so, then they wouldn't be able to provide you with the coal. I note that the tile immediately to the right of the CS's coal is also mined. Both tiles produce three :c5production:, but the coal should add a :c5production: if the CS had Industrialization.
 
How can a player see whether a CS has "researched" a particular technology? Counting the number of hammers in the field is very subtle. The documentation on getting a stategic resource doesn't mention this. It only requires that you're an ally and that the particular resource is connected (in this case mined). Furthermore, it stands to reason that if you are allied, and if you can pay for a resource to be connected, then you also share the necessary technology to make that connection.

In the colonial times, the foreigners would come and bring the money and the technology, not wait with a bag of cash for the locals to figure out themselves how to mine a resource.
 
The same situation arises with aluminum. I've seen it said that the CSs' tech level is based on the average tech level of the major civs. It doesn't seem right that the screens seem to indicate that the resource is available when in fact it isn't.
 
The resource is visible to you because you know the appropriate tech. The city state doesn't see it (it does not get the bonus).

AFAIK, there must be at least two civs that have the tech and also have met the city state, before the city state can know it.
 
I just ran into this playing GOTM 42. The CS info screen shouldn't show the resource icon (including the tooltip saying you'll get it as an ally) if the CS can't share it. Right now it's deceptive.
