G&K Beta 9 Workshops not buildable on hills

Hi

I found that using G&K Enhanced Mod (Beta 9) (v 1) Workshops are not buildable on hills.

It his intended or a remnant from the windmill?

Workshops are basically identical to windmills. I renamed because it somewhat makes sense for a large workshop to require flat land. It was completely illogical for windmills.
