[G&K] Carrier has access to useless Range promotion

The carrier has access to the Range promotion despite not having a ranged attack. (Not knocking the promotion itself, it's arguably the top promotion for a ranged unit.)

Yes this is a bug. I got my carrier killed by wooden ships coz of that, thought it would sink one of them first by ranged attack.
