I used to go Education, then PT, then Public Schools. I think I'm going to skip PT. The computer never signs research agreements anymore anyway.

Actually they still do,but you'll need DOF . Unless you're a bloodly warmonger,it's not that hard to get DOF .

Not even for the free GS? Also DOFs happen way more easily than in vanilla.

At least on Emperor, its still possible to nab Pisa + PT. Main thing is to be friendly with everyone (and therefore spam RAs), get a bunch of academies running, and stealing techs.
