It is an huge archepelego map with 16 civs(ramdon generated not a mod)
Playing as China year 1834 nearing end of industrial age
On largest island, destroyed japan(other civ on island) at an eary time
largest and most powerful nation, over 25 cities
just ended a 100 year war with america(stalemate{to far away to keep up offensive})
but when i change turns it friezes on me in the middle of the turn trasisiton.
Help
(sorry for bad grammar and spelling)

Do you have a gamesave you can upload? It's possible that you're running out of memory if you only have 64mb RAM. (That's kind of low for a PC these days, unless that's your monitor's video RAM?) If your PC only has 64 megs RAM, I'd certainly recommend upgrading your PC (or buy/build a new one all together). I'm guessing it's a 486 or Pentium 1 if it only has 64 megs? That's kind of old for a PC.

Yeah, it sounds like he has 64 MB RAM with some additional MBs from virtual memory, just using hard drive space as RAM. Still, that's waaaaay too little to be playing a huge map in the Industrial Age!

i have it on my old HP Vectra, i cant put it on my new computer, it wont run it says its missing a .dll or something file, i called support and they said i would have to reinstall XP, but i have way to important stuff on now to reinstall
i will try to get the save uploaded

Was it this error? You shouldn't need to reinstall for that.

Unless they meant reinstall your game, and not XP. I can't imagine tech support telling you that. OTOH, I've heard weirder things.

Well, that's a VB6 runtime file. Google for it, and there are a bunch of places that you can d/l it from.
