Game crashes when I settle

Hey guys, I've been working on a mod for fun whenever life isn't too busy. I recently added some changes from a 'Larger Cities' mod on steam, and there's some sort of conflict causing the game to crash upon settling my first settler. I'll link the mod via steam workshop. I tried to attach logs, but this site says it's not the correct extension (?). Thanks for any help.

I should mention. Was using the original author's (dninemfive) larger cities mod (https://steamcommunity.com/sharedfiles/filedetails/?id=1244140985) before copying it into my omnibus mod and it worked fine when my mod was disabled. The only other mod running when testing nine's mod was whowards DLL (v89). I then activated my mod and it crashed. Copy/pasted his coding into my mod, crash still. Meaning there are no outside factors causing this. You could download just the mod I linked in OP, use whoward's DLL, and experience same crash theoretically.

Also, upon trying to launch Civ5 this morning I got a steam error that said the game was already running. This is apparently a side effect of the type of crash that happened, which might also be useful info for you guys. Perhaps because the game isn't shutting down properly, logs might be tricky. Just force-closed steam/civ, launched a game of civ, experienced crash, closed steam, which prompted the 'waiting for civ 5 to close..'. That wasn't resolving after a ~5min wait, so I force closed again. Going to copy and paste the logs here (attaching isn't working) to see if that helps you guys at all.
