What are the rules for the game designs?
Who can do design?

The rules are to use the base scenario files in the Game Schedule thread and create a useful and fun scenario. Designers may not play themselves.

Basically, anybody can design a game, but persons somehow known to the community as moderators and/or participants are preferred.
