game doesent see icons using Vista

I am hoping somebody has seen this same problem and has figured out how to fix it. I never used to have problems with graphics when creating scenarios and mods in Civ III Conquests. That was when I was using Windows ME. I am using Vista now, and to tell the truth I didn’t used to have that much problem with Vista either. But lately I am having all kinds of problems, especially when units. I check and recheck the paths in the Civilopedia.txt and PediaIcon.txt files, but sometimes the editor doesn’t see the new pictures in the units_32.pcx file I just put in there. Sometimes when running the game the Civilopedia doesn’t see the icon graphics for the units, regardless of whether I keep them in the unit folders, or put them in the art\Civilopedia\Icons\Units folder. In such cases it seems as if it’s trying to look at the units_32.pcx file that the editor uses!!! I know I’m doing the modding correct, I’ve done enough of this simple level unit adding to know what I’m doing. My instinct tells me that it’s something in Vista. But even when I try cleaning out that stupid AppData folder of anything from Civ III and Conquests, it still doesent solve the problem. Has anyone had this problem?

Check on the creation forum. I would suspect that it has to due with the install and the heirarchy. If this is complete, make sure you are using the C3C art folder and that there is not a scenario within a scenario folder.
 
thanks VMXA, I'll check it out. Vuldacon also just sent me a link to a Youtube video, showing the best place to install Civ III and conquests in Vista and Windows 7. Apparently the default location that the game wants to install to will create problems when you try to manipulate data. In fact, it wont even save scenarios or games in there, it saves them to the invisible AppData folder, which DOES create all kinds of problems. Anyway, this guy suggests installing to a created folder under the Public folder. So I'm going to give that a try and I will also check on what you are saying as well.

If you install as admin the saves goes to x86 folder as it does in older version (Program files). If you play a session and do not run as as admin, it cannot save to x86 and uses User folders (appdata) and can be roaming or one of the other two folders.
 
Thanks to those of you who tried to help me solve this problem with Icons not showing up properly in Windows Vista. Thanks Especially to Vuldacon who found the answer for me. Apparently the problem was the default location where the game tries to install to when you first load it in. It doesn’t like changing data there, including adding or deleting or editing files. It tries to save stuff somewhere else (like AppData), or some other place I have not yet discovered. Vuldacon found a video on YouTube which shows a better place to install these kinds of games using Vista or Windows 7:

Under "Public" create a folder structure called "Games\CivIII and install C3 there (and then C3C if you are using that). Here is the link to the video:
