Game doesn't reopen when I load a mod

Just as the title says, the game doesn't reopen upon loading a mod.

What I did was:
1) I opened up the game. (Civ4: Beyond the Sword)
2) I went into "advanced"
3) I selected "load a mod"
4) I select a mod (anything I downloaded. the only one that works was the Rhy's and Fall of Civilization or whatever it's called.)
5) the game shows me a prompt that says that the game has to restart in order to load it
6) I consent, and the game closes.
7) does not start back up again.

of course I'm expecting it to start up again with the selected mod loaded. i tried starting the game myself, but it just goes to the unmodded version. so i load a mod again and it closes and doesn't open. basically I cannot use mods. is there a way to fix this or was it just not meant to be?

The only thing that I can think of (not that I'm an expert by any means) is: if you are running under Windows 7, make sure that you have given the game administrative privileges. If you haven't done that, right click the exe file and then choose the option to do so. I don't recall the exact wording of the option but it contains the word "administrative" or "administer" or a similar word. This may fix your problem, since the game is not allowed to launch other programs unless it has these privileges. That's a Windows 7 anti virus security thing.
