Game effectively over when you get all of your virtues.

I was playing an achievement farming game this weekend, getting all the techs and virtues and found a rather serious bug, once you get your last virtue, the next time you earn the points for another one, you cannot end your turn because it wants you to select a virtue, but you cannot.
