Game freezes as soon as an AI Leader appears

Went to continue my current game today. All went well until one of the AI Leaders appeared to talk to me. The game then froze with the Leader animation on screen.
Nothing would unfreeze it, I had to hit CTRL-ALT-DEL.
Reloaded the game, and it proceeded normally until an AI Leader (a different one) appeared. Then it all froze solid again. There was a "Steam" update today or yesterday, is that the problem?
My current Vsn No. is 1.0.3.18
Anybody else seeing this? Any "cure" known?

I know I'm posting in a lot of these thread, but, man, I keep going back and trying to play only to discover new & exciting bugs.

What you're describing here is essentially what foiled my latest attempt at playing more than ten minutes in a row. Washington, not exactly enamored with me, wanted to taunt me about his tribute demand of a city-state under my protection. I told him he would pay, but he got the last laugh. My game is still sitting, stuck on that same screen.

Is this an existing save, or a brand new game?

It looks like a UI ordering issue with existing saves (no reports yet on fresh games), and seems to occur when you complete a tech at the same time as the UI pops up to talk to you.

We're looking at it now. One way around it for now, which is certainly not ideal, is to reload the save, and chance research for one turn so the tech doesn't complete at the same time.

We'll keep everyone updated as we look at the issue.

Yes, mine was an exiting save. I reloaded the game from that save a couple of times with the same result. But when I tried again the following day, the game continued smoothly with no more hiccups.
