I installed the game awhile ago, then uninstalled it. Now I want to play it again, so I tried to reinstall it. But when I do, it acts as if it is installed!

I tried deleting all the files that may have been left behind, and that didn't help.

Any suggestions?

I did try that, but I still can't install the game.

It acts like I can, but when I click on Install, it says "modify", "repair" or "remove".

You might still have an Installshield folder for Civ3, which could be fooling your installer. Check this thread for information on finding and deleting it.
