Game hoses xp desktop, taskbar gone

I know Firaxis will fix all this, but here is my weird issue.

I installed a GeForce FX5500 video card, the PC runs fine. I load up Civ4, plays great... but when I close out the game and come back to my desktop, the taskbar and start button are gone. No, they aren't off the screen or in "hide" mode, they are GONE. Also, I cannot <winkey+E> to launch windows explorer. It makes the computer pretty useless for anything other than Civ4.

If I then create a new admin user account, the desktop is fine, everything works... until I play a game of Civ4.... taskbar gone, shortcut key functionality gone.

Help.

Just in case you've never tried it, just Ctrl Alt Del to bring up task manager, file>run>explorer

That should fix it. Windows Explorer will not open if the Explorer process has crashed for some reason.
