I just recently reinstalled CiV. When I try to join a friends game over LAN or over the internet we both crash. My crash requires a hard restart. I can't alt+tab, ctrl+alt+del, or windows key to force the civ window to min. He is able to alt tab out of his crash and close the window.

On the release of the game we were able to play just fine and had little to no issues. I've tried reinstalling it since then he has not.

I'm on Windows XP 32 bit with 4GB of ram, a GTX 260 video card, and a dual core 3mb pent proc.

I've used google to try and search for anyone with a similar issue but have yet to find one.

Thanks in advance for any advice.

Games crashing at the start of multiplayer are usually from different game versions. Perhaps you or your friend's game differ from versions.
Try to let the game update itself, for both.
And for the game hanging the system, also happens to me sometimes.
The game doesn't really "crash" the system, but rather use so much resources that not even task manager can load, giving the impression of a freeze.
What I usually do on those situations is to keep the task manager loaded on memory, and when I urgently need to close an app that is consuming too much resources I press ctr-alt-del and then I press "C" and then del, to virtually delete the process.
