Game not using assets/gameplay/xml/gameinfo settings?

Game won't use the settings I change within the gameinfo xml.
Specifically changing the <ResearchPercent>300</ResearchPercent> has no effect on research in game. I am trying to slow down research for the marathon setting.

I used to do this all the time and it always worked. I just reintalled has something changed?
Not even research speed mods from the steam workshop effect the speed in game. I also tried making my own mod with modbuddy that changes the research speed of the marathon setting but it has no effect in game.

Feel like I am missing something obvious...
But what?

If you're editing XML values, make sure to change them under the Expansion directory as well, as those override the base game settings if the expansion is enabled.
