Game Setup Menu Additions

I'm looking to add additional timer options (for a multiplayer-oriented mod) so that I can have a few different dynamic timers available. The problem I'm running into is that I'm not entirely familiar with modbuddy formatting so I don't know how to tell it to differentiate between

C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization VI\Base\Assets\Configuration\Data\TurnTimers.xml

and

C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization VI\Base\Assets\Gameplay\Data\TurnTimers.xml

I assume one involves loading at the front-end, but beyond that I'm lost.
