Game very slow under windows 7

I got me a new Toshiba laptop, 17", and it came with Viste pre-installed, but you could order the windows 7 upgrade for "free".

I installed Civ3 and it worked fine.
But today i got my Winows 7 cd, and upgraded.
Civ3 works fine, xp mode and run as admin, but it is extremely slow. moving a ship over 7 tiles takes 15 seconds.
Anyone know how to fix this?

This happens to me also. It seems to recover and gets back to normal speed after about a minute or so. Seems to happen most often, but not always, after a game crash caused by hitting the F3 key and reopening Civ3.

I would also be interested in how to fix this or prevent this from occurring.
