I think it was mentioned somewhere that Privateers and Sea Beggars can capture ships. Imho it would make sense to give all melee ships a chance to capure naval units or at least give them access to a promotion with that effect and finally change the Ottoman UA to something useful.
Maybe Privateers can capture ships, but do we know that the Sea eggar is a Privateer replacement ? They could be a replacement for a regular naval unit without this ability.
The player in a German video preview actually mentioned that the Dutch get a ship UU with a bonus against cities...
So the polder gives extra production and gold with late eras/techs. It would make sense that they get improved once you research Economics and get windmills.
Even if they only gain one production and gold each it means 5 ; 1 and 2 from floodplanes. That's not too shabby. If the DUtch have a starting bias towards flood plains ore marches they'll receive a significant economic boost in the second half of the game.
If the Dutch start surrounded by Marshes, struggling to survive (but hard to conquer) and suddenly burst onto the scene in the Medieval and Renaissance era due to Polders, that would be a fairly accurate representation of early Dutch history. It could well be that the Windmill gives a bonus to Polders, it would make a lot of sense flavorwise, with another bonus at Steam Power.
Are we really sure that all Privateers can capture ships? From gameplay perspective, that's a strange ability to put in the middle of an upgrade line. You go from Trireme which can't capture ships, to Privateers that can, to Destroyers that can't? That seems a bit inconsistant.
I'm thinking that only Sea Beggars have this ability.
