Gandhi getting first Great Merchant/Great Engineer without generating the points for them

Gandhi got the first Great Merchant, Colaeus, without generating Great Merchant points.
And then he got the first Great Engineer, Bi Sheng, without generating Great Engineer points.
Is this a bug?

Ok, that's probably what happened. I never noticed that the AI Civs would buy Great People with gold and faith.
