Gather Intel does not take into account a bonus that Improvise gives to Spy.
Spy with Improvise is not automatically woken up when he achieves maximum 50% bonus for stationing at tile, but always after five turns. Similarly a unit info of the Spy does not take into account the bonus from Improvise.
