I konw it will not be in Civ4 vanilla but maybe an expansion have it. I would love to see an expansion dedicated to politics. (Of course more could be added i am talking about the minimum i would love to see.) As a student in politics and an avid lover of history, I think Civ needs more poltical interest. Like Wars that have a history. If America tramples Rome in 2000 BC the world may have a long term "view" or America. Like if America pillages and sacks everything and enslaves all the Romans then other Civs will act in accordance in the future, maybe even form "moral" coalitions against America. With the advent of Religion there could be even more potential. If your Civ helps out any Religious state then they are considered "fair" however if all the Civ does is help out Muslim nations then they will be grouped into a "disliked or hated" group. Then the is the UN or a League of Nations... those should be considered. The idea an international forum for nations to keep the world safe is crucial... in history and politics. Recently I was playing SimCity 3 (i know, old school) and there was the newspaper crawl on the bottom of the screen. Well Civ should have that for developements and emerging thoughts of other Civs. For instance, as Babylon I have been rushing forward in my tech'ing and I keep aiming for the "science" techs that allow libraries and universities. The world sees us an enlightened and reasonable... While the Egyptians are grabbing chariots and the like... other Civs might be suspicious of them becuase they rush forward in military technology. Just SOME ideas...
 
If this type of diplomacy were implamented it would have to be part of the core game, an expansion would be to different to be compatible.
 
The "Tarleton's Quarter" idea I like, though. If you sack, computer sacks. If you capture and torture, the computer is that much more likely to give your recently conquered cities a horrifying experience. The extremely benevolent computer players still wouldn't do this, though. Like the British didn't fully massacre Nazis in death camps after the conquest.
 
I was just thinking that Civ should be more than just teching and these artificial alliances. We need a history that comes alive and witht hat we need comps to act like human beings. Are the comp hopefull? Do they give the benefit of the doubt? Or are they paranoid and they fear all... I just think there should be more in terms of Comp-Player relationships and they should be deeper. And if you ravage a comp, depending on faith, maybe your own people will start becoming unhappy...
