Get off my land

This problem is one of the most annoying things in the game.As i remember speaking of this in another thread who had to do with this kind of invasion,i must say that they sould have changed this with C3C or with a patch.It cannot be that every time that AI wants to build a city or make war against someone it has to pass throught my territory.It is rediculus,neither i can declare war each and every time a unit comes into my territory.And AI never asks for a right of passage aggrement.I just hate this.
 
This is how I think it works:
Each turn there are increase in points for each unit in enemy boarder.
Base value : 128
Multiply by :
1/8 for none attacker
1/4 for units on water
2 for units on land next to city
The enemy can force you out when 512 points are accumuated, then the points are reset. If, on the other hand, you deside to leave voluntary. The points will be halved for each turn.

Ex:
A warrior can be thrown out after 4 turns, or 2 if next to city.
For a worker or scout the number of turns are 32 or 16.
A boat loaded with 1 unit can be forced to leave after 8 turns.

This is, most certainly, due to the fact that you're dealing with workers. IME, non-combat units (even though workers are considered a "military unit" by the game) are given more leeway w/ regards to forcing a war declaration. I could be totally wrong, and someone correct me if I am, but I seem to recall playing games against the AI in which I would have to make threats 4, or even 5 (?), turns before I was given the option to force them to declare war -- when I was dealing with workers.

If it isn't giving you the option, I guarantee you had a ROP with them and forgot about it. Even if the units are workers or scouts you will be given the option and can tell the civ to get out. They just won't be forced to until reaching a certain criteria.

Guarantee is a bold claim Danwhit. I'm afraid I didn't make any ROPs to break them in the first place. Another point that someone else made is that if you have an ROP with a Civ then no options to leave your territory are needed or, indeed appear when you have an audience with that Civ.
Here's the really annoying bit.......I try to send a couple of infantrymen to another city of mine across the Persian's territory and the next turn he's demanding I withdraw or declare war! And I STILL only get to ask him to remove HIS forces if he wouldn't mind.....how does THAT work?
