As to Lincoln suspending the writ of Habeas Corpus, I'd like to refer you all to Article I, Section 9, Clause 2 of the Constitution:
The Constitution of the United States of America said:
The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.
