Fastest: War with someone. You can either take the land via military (if someone owns the land you desire) or gain enough xp for the general then pop it before peace.
2nd Fastest: Finish policies/Wonders. If you finish liberty or pick 2 policies in honor you can get a great general, also if honor is filled (for whatever reason) you can buy a GG with faith. You also get a GG for building the Leaning Tower or Brandenberg Gate. Fastest way if one of the wonders is available to be built or happen to be far enough in a tree (probably not)
3rd fastest: City State gifts. I am assuming you finished the Patronage tree so an allied city state can randomly gift you a great person. Problem is this is not regular and can be any great person or unique great person. This is not fast at all but its the last possible way
