Getting accused of attacking a CS when I never did

Any reason on how this happens? I got a threat from Rome, who's my bf in a game I'm playing, saying that they have noticed my transgressions against Milan, which I haven't even met nor do I know where they are on the map, and that they request I move my units out of there immediately.

I don't even have any units stationed there and I don't have any scouts or units on explore so them stumbling upon their borders by accident isn't possible

This is really confusing the hell out of me I don't know what to do :confused:
 
If you were at war with another AI, it's possible that they allied with Milan & caused the city state to DoW you as well (even if the alliance was only for part of a turn). Although in my experience whenever a city state DoWs you as part of an alliance, it is revealed on the map (and you're officially "introduced").

Ehhhhh you're right now I feel embarrassed. They were in a small corner of the map which I didn't find until I happened to click around there by accident. In my defense I never got the introduction to them or else I would've remembered since I keep tabs on all cultured CS's :sad:
