I didn't have that much amount of money but I didn't focus really on commerce... but yes, if you can get a city that quickly up and running it is very useful. Thanks for the tip!RE: late game cities... I've found that if I have around 2000 gold banked, I can get a city running very quickly in the late game by buying a monument, granary, builder, and water mill (if location allows). Use the builder to chop out a dock, a commercial district, and two traders, and that city is relatively contributory within a few turns of founding. Once it hits 5 pop throw in an entertainment district if it's not already affected by a zoo and the snowball effect begins.
