Getting Elected World Leader

I am stumped. I seem to have won the World Leader election, twice in fact, and yet I am not given Diplomatic Victory. Am I missing something? 8 civs, 6 of which vote for me. I have 427 of 641 votes. Some clarification would help. Playing on Warlord.
 
You can be the secretary general of the UN, but not win the game. The secretary general chooses what resolutions to propose, one of which is the diplomatic victory resolution. If you propose that resolution you could win the game if you get enough votes. Keep in mind that even though people voted for you to be secretary general they might just abstain for the diplomatic victory. They only have to kind like you to vote you secretary general, but they usually have to love you to let you win.
 
Yah, as I wrote that thread I wondered if I had actually been paying attention to what the vote was for. ;-) But believe me, these people should love me! I have opened my vault and dished out the prizes right and left. (I have also been culturally nibbling away at a couple of them, but keep that to yourself.)
 
The est way to win it is to own almost everything and divide your rivals up so small that they can't get a meaningful counter-vote in.

Or you could gift mass media to the most unpopular (and most populous). Then you are guaranteed to win.
 
I finally got to paying more attention to what was being voted on, but after a few failed attempts to get the last few votes to drop to me (lavishing gifts of all sorts upon two small holdouts) - and losing an unexpected space race - I backtracked and just focused on winning a space race. Wouldn't you know it, but just a few turns before that victory the UN wised up and gave me a diplomatic victory with minimal attention to the matter.

One thing I had done, along the lines of what another poster said, was to invade a neighbor (ignoring them into declaring war) who as never going to vote for me and ate half their territory.
 
You get to #1 in pop yourself, then gift mass media to a small civ. It build the UN, and you are its opponent. Then, even the larger nations in the world will vote for you.

It's a pretty low-effort way to win the game if you take care of diplomacy, and can let you backdoor a victory by beating up on backward foes to get to #1 while the #2 pop civ runs away in tech but still votes you winner.
