Getting other Civs to declare war

what is the easiest way to get another civilazation to declare war on you?

There was a situation in on of my recent games where I had my eyes glued to some resources that were just across my border wth Germany. We both had MMP with the same civs so I did not want to come out and openly declare war.

I ended up just building a city inside his borders which triggered a way and the MMP's kicked in by declaring way on the Germans.

Is there another way rather than killing a settler in this manner?

Espionage.

Just keep doing some silly sabatage over and over again. They will be at war with you before the end of the turn.

How to get the other guys to declare war:

* Order them out of your territory every time they set foot in it.

* Move your troops into their territory. When they demand that you leave, do so, but move back in next turn.

* Sign trade embargoes against them with other civilizations.

* Sign mutual protection pacts with their enemies.

* Demand tribute every turn.

* Commit espionage acts every turn.

Each of these acts will get a rival civ a little more annoyed at you. If you do one of these each turn, sooner or later they'll declare war. If you do ALL of these each turn, I guarantee they'll declare war sooner rather than later. (-:

Thanks Jimcat, I tried all these methods (except the tribute one) but they never seemed to trigger the war... Maybe I was just to advanced for the Germans and they realized that they would lose if they declared war.

Another reason why Espionage is waste of time - too costly, too ineffective, and too risky. Unless you want a war.


WARNING:

This brings up a possible AI cheat.

I have repeatedly seen rival military, and worker, units wandering around my territory. Is the AI dumb, drunk, or asking for a war? I wonder about the later as those who did it were inferior to me militarily.

BTW, the Aztec Diplomatic advisor is so stupid it may be suicidal.
