Ghost Deficit

In my current game I am having roughly 500 gold (it varies a bit) removed from my treasury each turn. If I have my surplus at 1000g I'll hit enter and only receive 500 or so gold.
Immortal Random Events off

My first thought would be spies but for these reasons.
1. The thieving is rather consistent, I didn't notice a single turn it didn't happen.
2. I thought you would receive notifications of gold leaving your treasury. ( Our coffers have been robbed by an unknown source)
3. I open foreign diplo tech windows and no one seems to have any extra gold than they normally would have.

I'm stumped.

Maybe upload a save game so it`s more easier to root out the problem.

yes I put some cities I captured on auto, didnt know governor could rush things.

Wow. Same here but I never use the governor. That seems very weird.
