I stand corrected. Still could be used to create a lot of units and improvements. and armies. There is always the gift of money to civs that can do money rush.
If you could give them military units, I think that would definetly cost unit support cuz even extra privateers that you gain from killing AI ships cost 1 gpt. So What I would do is that in the Indust. Age, I would get all my cities to have factories then disconnect my key resources so that I can build warriors. Each city would pump out a warrior every turn and once I have like 4 or 5,000, I would give them all at once to the most powerful AI other than myself. I've never seen the AI disband military units ever so I doubt they would disband warriors. They would also probably try to mass upgrade them and lose even more money. So they have like -2000 gpt or something crazy like that at 0% science and would be stuck way behind in tech. Then while they are still researching like nationalism to get riflemen with 30 turns to go, you have infantry and cavarly parked on their mountaintops. Easy war
AI disbands in RFRE at least. You use propaganda to take Pergamum and over the next few turns the guys all around the city keel over and die! Whether or not the AI does this by choice is immaterial - The units disappear. Would still ruin their economy, though
