Babylon is the only one that should be considered a fence sitter. We could help our neighbors along. 
No point at all in gifting to China since they are the likely opponent. Also don't give away the keys to the city, if we don't get enough votes then we play on, and no point in getting someone to tanks a little faster.

No Longer Just Lurking
Don't gift everything away, we lost some luxuries last time that have not been renegotiated. We have many more unhappy people as a result and some of our cities even went into disorder! I would like to see the trades to get the luxuries back before I decide what to gift (if anything). After all, happy people = higher score.
