I cant speak to your premise -- I dont know the context. Democracy wont collapse per se, but you will lose significant development and some spaces will revert to swamp/jungle -- making those nice farms (and trade arrows) disappear. Less food of course as grasslands shrink & deserts increase. The fewer arrows may cause sufficient unhappiness in some locales to make a difference, but probably not many.
I had global warming 3 times in a recent game. I ended up with swamps and jungles all over the place and loads of cities producing negative food.
Oh, that'll be the nukes I was sneaking into all the Indian cities.

Was my misplay nuking or letting my neighbors grow into successful poluters? I've had 4-5 skulls on my turf but I try to jump on them right away and I build a lot of mass transit, have the Hoover Dam and even got a few recycling centers.
Your nuking, the AI you can't do anything about anyway. And they don't pollute, only you and nukes cause pollution IIRC.
If you want the world to be more tolerant to Pollution, you need to build Solarplants. They cost a lot, but allows the world to take care of one more skull each before Global warming, and they also eradicate all production pollution (still need Mass Transit for population pollution) in your city. RC only take cares of pollution up to 62, and Hoover Damm only takes care up to 40 something (42 or 46 I think).
Anytime there are 9 polluted squares on a map,you run the risk of global warming.Doesn't mean it WILL happen,just it may.Once its starts,it will continue until you clean up.The AI WILL NOT clean up.
So yes,nuking was the reason I'm sure.You must weigh all the consequences before plunging the world into nuclear holocaust
what i hate is that my engineers who restore the areas around starving, polluted cities take up food themselves and get disbanded before i can even rebuild my grasslands with farms. is there any way to prevent this?
If you have railroads, you may "transfer" them from the polluted city to another one that still gets two spare food (press "H" when inside the chose city).
If you don't have RR, it's still possible, but it will take longer to go to this other city.
Famine, per se, will not cause a democracy to collapse, it will just cost you population. However, if the famine is caused by gobal warming, the gobal warming may wipe out enough of your trade to reduce luxuries enough to cause enough unhappiness to generate disorder in one or more of your cities. If you don't correct this asap, your democracy will fall. It requires really bad luck and being unable to "cheer up" a city, but it is a possiblity. And at diety in MGE, you have one turn to "fix" that city, than the goverment falls.
