Gold Rollover Problems

Almost always near or in the end game (my definition is when all the techs are research (I love this because I love playing in fundementalism afterward)), I start a war with a richer, more powerful nation. A problem arises when I capture one of their cities, It says I plunder NEGATIVE gold, rather than positive gold. So my gold is stuck in negatives I am unable to buy anything for the war effort. If the enemy is able to take back a city THEY take negative gold and I am at zero gold.

My question is three fold; Is this common? Is their any way to prevent?

Also I have messed around with the "rules.txt" so much that might it be affecting this?

My original plan was just to use the built in cheat function, but I remembered how activating it is shown in the Civ 2 High Scores listing, which is unfortunate.
 
What you are describing sounds like the consequences of a bug in CivII's space for storing numbers. Your gold treasury is internally limited to 32K, and once you go over it you drop downward into negative numbers. If you already have 30K and you get 5K from capturing a city you will drop into the negative numbers as the sum adds up to more than 32K. Depending on the version of CivII you play, there is a patch called No Limits (see the Downloads page) that fixes the gold problem, as well as a limit on maximum population. I don't think it works for Classic/2.42 versions, though. Cheat does not get around the bug, but you can reset your treasury to a number below 32K.
 
Actually, I have that same problem from time to time- even on an unmodded game. Sometimes its when the AI captures a city, sometimes when I do. I can't say whether the patch will fix it, but I can tell you its problem not a modding error.
