The palace will add some culture, but it can't hold for long. I suggest we build a monument and/or beeline to either Meditation or Polytheism and found an early religion.

is that a good idea at higher level ? I dont know but i love founding one at noble. it gives me something more to manage, which i love

Founding an early religion will be next to impossible on a large map at this level without having Mysticism as a prerequisite. We do have plenty of forest so chopping an early Wonder like Stonehenge or GW should be considered.
