New House of Representatives Reforms And Political Divisions

Idea-
Many Democratic Party members have fielded an idea to create a state systems like below-
philippinemapofprovinces.gif

House of Representatives members will be elected in accordance with this with each region having a certain number of representatives.

For a State System
On senate Floor
Speech by Manuel G. Araullo (Democratic Party )
Continual peaceful protesting in the south could turn into rioting or a civil war any minute now! We must act! I suggest that we create a state system in which the south can have there own government, to an extent, while we still have authority over the area. This is our best option short of splitting our nation in two, which many of us won’t like.

For a split
In Davao (Largest city on southern island)
Counter-Speech by Saddam Arafat a Muslim Extremist
That simply isn’t enough! We don’t want to be ruled by some Christian in Manila! We want our own state! Not some mockery of autonomy that Dr. Araullo says!

Like it is now
In Manila
Speech by General (and ex-president) Person (Rightist Alliance)
The unity of our nation must be intact for our nation to prosper. Ant sort of split or even a state system will compromise that. It will cause barriers to free trade. If our islands cannot trade fluently like now the economy will collapse, we will be in a new depression.

Vote on Senate Floor
Bill- Political Divisions Act

National Libertarian Party- 1 for, 4 against
Rightist Alliance- 4 for, 5 agianst, 1 abstention
Peoples Socialist Party- 1 for
Democratic Party- 7 for, 1 against

Bill Passes 12:10:1

House of Representatives Vote

Bill- Political Divisions Act
National Libertarian Party- 9 against, 1 abstention
Rightist Alliance- 18 for, 21 against, 4 abstentions
Peoples Socialist Party- 6 for, 1 abstention
Communist Party of Philippines- 1 for
Democratic Party- 30 for, 7 against, 2 abstentions

Bill passes 55:37:8

State system established!

Also in the Bill, it called for an immediate vote for a new House of Representatives.

Elections

Parties-

Democratic Party(DP)-
With the Executive branch in there hand, but the Senate not, if they are able to take the House they will have more power than the Rightist Alliance. They are campaigning for continual decrease in military spending. The Socialist party joined with this group.

Rightist Alliance(RA)-
Despite the fact that the splinter group broke off (see PFP), the rightist party still has quite a large amount of power, with the legislative under their control. They are campaigning for the a small increase in military expenditures, but oriented towards troop training programs.

Philippines Fascist Party(PFP)-
These skin-heads recently broke off of the Rightist Alliance. Basicly a Neo-Nazi party they are “campaigning”, I use that term extremely loosely (since they are often themselves attacked when they come into a town), for rapid expansion of the military and aggressive foreign affairs.

Muslim Moderate Party(MMP)-
This party is expected to pick up many seats in the south. They are campaigning for sending more money into aid for countries and for creation of alternate energy sources.

National Muslim Party(NMP)
These people are the extremists of the Muslims. They advocate joining the IL, a extremely unpopular move, even in much of the south.

Filipino Libertarian party (FLP)-
Formerly the National Libertarian party, they campaign for the scale back of the “military complex” and more political freedoms.

OOC: This is a misconception. While labor is cheaper, the workforce skill is less, so is the craftsmanship. Not to mention the quality of materials. You sacrifice quality and experience for a cheaper workforce. Not to mention horrendous shipping.
