Ok; my idea is for a promotio called peacekeeper which meant that there were no angry citizens or riots in a city in which the unit is installed ,for example a UN trooper. Is this possible, and if so how is it done?

If i'm not mistaken, the promotionsxml has a tag that allows you to reduce the chance of city revolts. As for no angry citizens, i dont know.
Is there prehaps a method in python which means that if the unit is posted in a city it adds 100
