No, you get a bare bones city; no unit, no improvements (unless you have a Wonder that would give the city an improvement, like the Pyramids or Art of War).
 
What about the "abandon city" option, don't you get a settler out of that instead?
 
So strange!!! It happened to me for trhe first time last night (while not playing an expansionist civ. If this is the case then it happens a lot more often) and I've had the game for about six months or so. I was playing Babylon and in 3650 BC I opened this hut with my (only) warrior and out comes a setler. Great start! I'll see how it turns out....
 
Abandon city yields nothing, no Settlers and no Workers. If you opt to do the get city down to size 1 or 2, zero growth, and build either a Worker or Settler (depending on whether it is size 1 or 2), then it will give you the option to disband the city into the Worker or Settler you were trying to build.
 
City-popping goody huts has never happened to me before in CIV 3. But soon as I got PTW, I can recall getting a city from a goody about three times. I was using the Vikings, Arabs, and Ottoman when I got the cities with a king on auto-explore finding all of them. Funny too how such an unexpected occurence can influence your gameplay. I remember when Copenhagen appeared far from my civ and my desire to put that city under one continuous cultural border ended up sparking wars left and right.
