With no visible specials, nearly a quarter of the resource seeds are possible. Add to that the fact that we are on continent 1 and that no ocean is visible (what is visible in the corner is just a lake) and you have got a bad situation for OCC.

Of course you can get on the river and explore but with just one settler and no visible huts it may be a while before anything is determined.

The only thing going for OCC is that lack of purple which slows tech advancement for other strategies (where the human player will be supreme before long) is not a handicap here.
