You mean Fundamentalism? Oh yes, & the SoL was taken out as well; its function now belongs to the Religious trait of certain civs.
 
Have you ever tried Republic? I used to play Monarchy all the time when I was really, really new. Now I nearly always go for Republic. The amount of gold you can generate in Republic will pay for all the unit support that you don't get from not using Monarchy, and will leave extra on top of that. Research will be faster. At some point you can get the AI to pay you gpt and then you will be researching at amazing rates. Just make sure you have roads, and build libraries and marketplaces, and Republic is better than Monarchy. The only exception is when you have absolutely no luxuries and no hope of getting them, a very rare situation.

What effect does the preferred and shunned government have on you? I've looked high and low, hunted around, and have zip! It has to have some effect otherwise it wouldn't even be in there, but what is it?

Very little. It only affects the AI's attitude toward you. If you're in their preferred gov, they like you a little more. They like you a little less if you're in their shunned gov.
