It's the only way to add social policy slots (except a few civs which a gain a single slot from their unique civics). And presumably the Happiness threshold for starting a Celebration will increase for each one. So, we will have more slots than we are used to, I don't think it will be too many. One of the saves in the Modern Livestream showed 14 policy slots, which seems like a lot, but only compared to Civ 6. We shouldn't jump to the conclusion that "Civ 6 a lot" is the appropriate metric for Civ 7. And the amount of Celebrations can be balanced through adjusting the increase in Happiness threshold from one Celebration to the next.
That is true but still you eventually lose that element of opportunity cost but I guess most games will probably end before that becomes an issue. Now I hope even more that they eventually allow you to change government types in an age (not just one time at the start), bring back anarchy if needed, to balance it out or maybe something else entirely.

So I think its likely that celebrations last the the same 10 turns on normal speed on all ages.
