Governor doesn't follow directions

I've sporadically noticed in C3C 1.15 and earlier that the governor doesn't correctly follow your order to emphasize production or commerce. In this save, click on the size 1 city Murmansk.

If you specify Emphasize Commerce only, the governor chooses the irrigated, railroaded grassland in the bottom right (4/2/0). However, the correct tile to choose is the irrigated, railroaded grassland with rubber next to a river on top (4/5/1). Note that the tile the governor chooses isn't even second, third, or fourth best!! -- the irrigated grassland with tobacco to the left (3/4/0), the mined hills (1/3/3), and the irrigated grassland next to the river in the top right (3/3/1) all have more commerce.

If you specify Emphasize Production only, the governor also chooses the same wrong spot.

Note that the governor does not choose the correct tile on the next turn either.

Seems as if the governor would calculate the corruption ratio when doing his choice.
In the first screenshot, you see a corruption ratio of 50%, while in the second (actually the better one) it has risen to 55%.

To a certain degree, this attitude is understandable since otherwise you would need an optimisation run which takes all 18 tiles in the city area into account. Since any combination of those tiles would have to be checked, this might take some time (since the game would have to do it for every city, even the AI's ones)
