Governors - Turning on a switch?

My apologies if this is in another thread. I performed a search for governor and didn't see anything. I also looked in game and couldn't find anything.

I am unable to see or activate the governors. Am I missing something?

I am an infrequent player so can't say when this "issue" started, maybe in the past month or so.

You need Rise and Fall.

My apologies for not being clear. I was able to use governors until recently. I have all DLC and updates except the most recent, Gathering Storm.

Sometimes the official content updates might get disabled. If you look into the "additional content" (I think that's the name) menu you can see which of the official content packs you have currently enabled or not.

My apologies again, I must have selected Standard Ruleset during game creation.
