Playing Civ3 version 1.29f
No matter what I do, I can NEVER get the AI to give me GPT. My reputation is great, and even when I try to sell something like industrialization for 1GPT they say they will never except such a deal.
 
I'm playing Civ3 without expansions- on monarch.
 
As a rule of thumb, as long as an AI is still in Despotism just don't hold your breath for any gpt at all - not even on Deity. As soon as they become Republics, or later even Democracies, then gpt deals become a possibility. That doesn't mean however that they have gpt by definition. You just need to check often, to "catch them" when they have some available.
 
An AI with a lot of culture and/or access to luxuries or a lot of population runs a good chance to have GPT in the industrial age, cause those mean they have dealt with their happiness issues. Commercial and Industrious civs are good bets, for instance.
 
monarch is not a 'lower' difficulty level and the the monarch AI, regent even, will have economies capable of producing learge gpt deals.

It's really the phase of the game and size of the AI that's more important. Dinky 5 city civs will rarely have GPT to spare unless its really well developed and is well protected (ie: a vassal/client that a human player cultivates). Bigger/normal sized civs start having gpt for trades in in the middle ages. Pace speeds up especially after all the commercial techs kicks in (economics, banking).

And as noted, they will also have to be in the right government to be able to afford those deals.
 
I don't know your definition of "large" gpt deals, but I've seen plenty of 100+gpt deals on Regent/Monarch. I remember my first Monarch game, I had 750+gpt coming in from all the other civs at one point.
 
Well, it's been a while since I played at Monarch so perhaps my memory plays me false, but I don't recall that being my experience and certainly not at Regent.

AI paying GPTs is not an debatable abstract issue in any any difficult when you think about it. Any well developed AI can play with their sliders to pay gold per turn, but this usually only happens later int he game and under the correct governments (question answered by better posters).

I only take issue with your tone and condescension, not whether you have experienced it or not. It's certainly possible on those levels you so hastily dismissed!

It happens quite a bit of late. Maybe the harsh economy is causing short tempers.
 
I know what you mean. All those other Civs won't trade me anything on my current game as America. Kinda ironic.

There is also another explanation, unrelated to the AI's economy. If you broke gpt or luxury/resource trade per turn deals with the AI before (ie: declaring war while i deal is active) the AI will tell all the other AIs they have contact with of this and you'll have trouble trading gpt.

That's probably what happened with you.

A broken reputation isn't an issue here all that much. Reputation has more to do with per turn deals where the AI gets per turn stuff from you. So, a broken rep may make it impossible for you to pay with gpt or resources. The AI will always accept deals though where you offer up front 'goods' (techs, lump sum gold, maps) in exchange for per turn stuff (luxes, gpt etc) provided they have the per turn stuff to begin with.
