First of all I want to say hello to all forum members - I am a LOONG time lurker on these forums and have been following the discussions here for quite some time now - and let me just say I value and respect our community and share the passion that unites us here, the passion for CIV.

I have been playing CIV since the Amiga 500 days (swapping floppies was a blast ;) ) but I still have a lot to learn and playing BNW is the most fun I had with the series since a long time.
I want to say - I am trying to find ways to make my civ games better and a lot of you here are very inspirational and dedicated - to all You sharing your skills and tactics with the rest of us - a sincere thank you.

Apologies for a lenghty intro - but having said all that - I want to ask a quick question. I am playing CIV V BNW and would like to know - aside from settling a new city or using a GG to build a citadel - is there any other way to grab a tile and connect it to our empire ?

I ask because settling new cities incurs a penalty now - so using a settler to grab that one sweet looking "4 Oil tile" that is sitting just outside my empire is not the best idea.

Obviously I can wait and hope my borders expand right there (and I have seen that happen quite a lot) but is there any other way to reach that particular tile my empire needs and could put to good use ?

PS. Yes, I know we can buy tiles within reach of our cities. The tile I covet is farther away ;)

How far is the resource from your borders? You could use a Great General to "citadel bomb" and grab this land?

Buy the nearest tile to it. If it has a forest chop it down, if it's a marsh drain it. This will increase it's " desireablity" for the city a.i. Check afterwards on the city screen and see if the tile is outlined in purple. You may also have to buy up other more desired tiles in the 3rd ring. Increase culture in that city to make it grab tiles faster. The best way to do that is to fill the great artist slots in that city. That's the only tips I know.

If you want to use mods, there is a mod where you can build a fort which will give you the tile it is built on and the surrounding tiles, which wont cost you any penalties except keeping a military unit in it. (I think the mod is called Fortress Borders)
If you don't want to mod, I recommend trying to build the Angkor Wat which gives tile costs 25% less gold/culture to expand to.
