Toshiba is the one that provides and supports their laptop drivers, not the chip's manufacturer, which means drivers may be more out of date that what the manufacturer shows for the same model. Using the manufacturer's driver over Toshiba's can cause issues.

Dell has some devices they support drivers directly and some are supported by the manufacturer.

For GPUs in general, if the driver made specifically for it has not been updated since the beginning of the year, chip is probably too old to run C:BE very well if at all. This is especially true of integrated GPUs.
